I maintain Gander, which opens PDF, Word, Excel, PowerPoint, images, video, audio, Markdown and code on Android, entirely on the device.

It requests no Android permissions at all and does not hold INTERNET. That is enforced, not promised: a Gradle task fails the build if any permission reaches the merged manifest, and the About screen reads the live list back at runtime, so you can check the claim on your own device without trusting me.

MIT licensed. As of September 2026, 901 stars and roughly 1,000 people running it.
