Missing pre-commit installation instructions for blockbot

We install `pre-commit` and have a config for a [ruff pre-commit hook](https://github.com/redbrick/blockbot/blob/main/.pre-commit-config.yaml) for blockbot, but don't have instructions to install the hook (with `pre-commit install`) in the blockbot docs.
