Add ib_write_bw tool to the list of supported throughput tools

ib_write_bw measures Infiniband (RDMA) throughput performance. Its architecture is client/server, similar to how iperf3 works.

Version 23+ looks to be available out of the box in Alma, Debian and Ubuntu.

This tool seems to be particularly useful when used with some Nvidia 400Gbps cards.

perftest versions
It would seem that in older ubuntu (22.04) / debian (11, 12) - only perftest 4.4+ is available out of box.

@valtersg is the behaviour of this older version different or with options that would make it incompatible?
