After migrating backend to Supabase, update local setup to incorporate it.

Describe the solution you'd like
Update devcontainer/Docker-based setup to incorporate Supabase backend locally, as well as corresponding updates to documentation. Should include procedure for seeding data locally, potentially pulled from the data repo.
