Implement DO_NOT_TRACK environment variable

Hi!

To start with, sofka doesn't collect anything and it doesn't store anything anywhere. Feel free to check the source code.

At startup, at most once a day, sofka asks GitHub's public API for the latest release (api.github.com/repos/nklmilojevic/sofka/releases/latest) and caches the answer in update-check.toml under the state directory. The request only carries User-Agent: sofka/<version>. No cluster, context, usage data or IDs, and there's no sofka server collecting anything. It never downloads or installs a release either.

To turn it off, set this in your config:

update_check = false

:check-update and sofka check-update still work when you want to check on demand. Docs: https://github.com/nklmilojevic/sofka/blob/main/docs/configuration.md

Since there's nothing to track, DO_NOT_TRACK doesn't fit here, but update_check = false covers the opt-out.
