LocalResolver: #isNonLocalDeclaration can lead to a weird API

Here is some code I found in a project using the LocalResolver:

self assert: accessedVar localDeclaration isNonLocalDeclaration

I find this really weird to have a local declaration saying it is not a local declaration. This create confusion IMO
