Single block in selection moves with lasso selection

Description

Single block in selection (either multiselecting or just selecting) moves with lasso selection. It's expected to stay in-place (several blocks do stay in-place)

Issue exists on Blockly 12 branch too

Reproduction steps

1. Select block
2. Hold shift and start selection
3. Move mouse around, notice that block moves too
