Yes, unfortunately this bookmarks & history not loading issue on startup of the browser has gotten worse it seems as others have complained and it's more or less the same as what I posted here (back in Oct 2024 even though then it was occurring intermittently) - #2503

I am currently using v1.35.3 (on Windows 10 Pro) and now every time I open the browser there are no bookmarks and/or history and I have to use the work around of then opening a 'New Window' and then I can immediately see my bookmarks & history in this 'new window' and I then close the 'old window'.
