HTML Support

Bud should offer a nice development experience for writing plain HTML.

Goals:

• Live Reload HTML pages in development
• Pre-render and minify HTML in production

Non-Goals:

• Export to static website. You can use https://github.com/tj/staticgen for now. Eventually this will be possible as a plugin, but not in core.
• Scoped CSS & Components: You should switch to Svelte when you feel the need to break up your HTML page.

This will depend on: #13.

Oh this could be so handy for tiny websites that get updated once a year or maybe twice!
