bugc: fix the package's lint script (#331)

The script ran bugc's own eslint 8 with --ext, which the root flat config
rejects, and eslint 8 cannot load that config's eslint 9 rules. Drop the
flag and the eslint 8 devDependency so the script uses the root eslint.
