v13 breaks cached H2 database with no upgrade info

Having seen no "Breaking Changes" section on this update we've tried and found that we're hammering the API despite having a cached H2 database.

In the "Changes section" we have this #8476 which doesn't link to any specifics.

Is this really a non-migration situation? The NVD API is gonna be getting hit hard

You seem to have overriden the issue format and not supplied the requested details (integration, even the previous ODC version you were using that was working "OK") but if you are using the Gradle plugin you are probably talking about dependency-check/dependency-check-gradle#517

In the future, please don't ignore the issue format for your own convenience at the expense of maintainers/triagers.
