Fix docs 404s by updating Atoll CLI to 0.7.7 and packages to 0.7.6

Atoll CLI 0.7.0 had a bug where HtmlPostProcessor base path URL rewriting
was skipped when no CSS/JS bundle existed, causing all _atoll/ asset paths,
navigation links, and island component URLs to miss the /microstack prefix.
