Upgrade DBOS to 2.30 (#318)

The 2.29 partitioned-queue batch sits on the partition_by=subject_id
hot path: better partition-key indexes, index bug fixes, optimized
partition query, and batch dequeue. 2.30 adds optimized queue dispatch
on top, plus recovery idempotence and final-result writes only while
PENDING.

2.29 turns the admin server off by default and deprecates the knob, so
the explicit run_admin_server override goes away.
