Endpoint `/api/issue/{uid}` should return 404 even upon illegal UIDs

Since it's counterintuitive to present a 400 page to the user, the frontend team would prefer if 404s were returned upon all instances of "an issue with that ID cannot be found", no matter the legality of the UUID. This allows us to unify all error screens to a 404 page.
