Moving details into the main namespace:
Based this on a grep of the SCALE/orange folder for celeritas::detail.

• celeritas::detail::SurfaceTranslator is used for constructing simple quadrics in SCALE/orange
• celeritas::detail::LocalState is used for building the celeritas tracker in SCALE/orange
• celeritas::detail:OnLocalSurface is used for building the celeritas tracker in SCALE/orange
• celeritas::detail::Initialization is used for building the celeritas tracker in SCALE/orange

Features to add:

• Ensure BIH improvements are tagged for SCALE integration
• Merge the infix logic evaluation into develop branch and tag for SCALE integration
• Provide detailed construction metadata from celeritas for easier metadata mapping
