Disable refresh request in e2e local-env to fix tests flaks

**Description**
In end-to-end tests, when you navigate to another page, a refresh request is sent, and sometimes the response comes with a long delay, because of this the tests fail

**Definition of Done**
Refresh request is not sent in e2e tests on local-env
