[BUG] Displayed Skills page "all skills" doesn't show all skills

Describe the bug
On both the Skills tab as well as the Character sheet, PCGen only shows "All usable" instead of "All skills" even when the pull down menu has "All skills" selected.

To Reproduce
Steps to reproduce the behavior:

1. Go to the skills page.
2. Click on the menu and select "all Skills"
3. Note that the list of skills displayed is the same as the "All usable skills" list.

Expected behavior
I expect the "All Skills" option to display all the skills in the list.

I think I solved this and already pushed the change, but I'll have to double-check.
