Add an /heal command to heal all players

As in the title, my suggestion is all about adding some type of command to manually heal one or all players during the game.

Isn't this more like a command that should be included in an utility plugin, not in a core plugin? Otherwise you could start adding /ban, /kick,... as well and that seems a bit overkill.

I think having a /heal command is a good QOL change.
