This PR adds GPU support for the Selu operator. Standard selu constants of lambda and alpha are hardcoded into the kernel matching the current CPU implementation. Also registered Selu to the enum and to the singe_initialised_operators.
WIP: regression test to be addedEDIT: Regression Test added along with onnx and reference output. Tested and verified on Colab T4
