deployments: drop the round-1 ColFeeBorrowerExitOps record

The record described the superseded round-1 borrower-exit hook at
0x381fFaf5…, deployed 2026-08-13 and registered nowhere: the deploy script,
the proposals and the release-set gate all use BorrowerExitPerimeterOps
(0xe533dc6D…), which SIP-0094 Part 1 action 7 installed. A hardhat-deploy
record for a contract nothing references only misleads. Its solc-input
archive stays: the linked swaps library shares it, and that library's
metadata is the truthful compile context of the explorer-verified copy.
